Plates and napkins are bought in packs, so being one short means opening a second pack of sixteen for a single child. The counts below are per use rather than per guest.

Food goes on one plate and cake goes on a clean one, because nobody wants frosting on top of a slice of pizza. That doubles the child count on its own. Napkins run at three each for the same reason, which sounds generous until the cake is cut. Both of these are our own rules rather than sourced figures, and both are worth arguing with if your party is tidier than ours.
This is a snack party, not a meal.
